Agency – services that promote equity, antidiscrimination and participation is implemented in cooperation with the National Institute for Health and Welfare, the University of Helsinki, the City of Kajaani, the Central Uusimaa Welfare Region, Moniheli ry, Romano Missio ry, Setlementti Tampere ry, and the Wellbeing services county of Vantaa and Kerava.

The group project will develop social services for the three groups most at risk of deprivation compared to the rest of the population; immigrants, victims of human trafficking (including non-immigrants) and the Roma population.

strengthening cooperation

In this sub-project, Moniheli is developing service models for migrants in cooperation with the authorities of the wellbeing services counties. (HYA). The development work will be carried out by organising meetings between actors from different regions, between employees of the HYAs and foreign language service users. 

As a result, wellbeing services counties will learn new methods for involving migrants in the development of services and will have access to tools to support equal opportunities.

Co-Act: A Cooperation Model for NGOs and Wellbeing Service Counties

Co-Act is a practical framework developed by Moniheli ry to strengthen collaboration between NGOs that support migrants and the public social services of Finland’s wellbeing service counties.

Drawing on interviews with migrants, NGOs, municipalities, and integration professionals, the model highlights how closer cooperation can make services more accessible and effective. Stronger professional relationships help immigrants find the right guidance and lower the threshold for contacting the services they need.

Co-Act outlines concrete ways to work together, such as joint networking events, visits to NGO premises with social service clients, shared initiatives to address service gaps, and a common communication platform, along with the needs these activities aim to meet.

Mapping the NGO cooperation in the wellbeing services counties

During May and June 2024, Moniheli mapped the current level of cooperation among wellbeing services counties and multicultural non-governmental organisations. A short survey was sent to all wellbeing counties and the members of the Moniheli network. Additionally, information was gained during the in-person meetings with HYTE ry (1) and responsible workers attending the meetings regarding quota refugees’ situation in the region of Uusimaa organised by the regional ELY Centre (ELY keskus).

Kyselyn tulokset osoittavat, että hyvinvointialueet ovat järjestöille yhä vieras rakenne, ja yhteistyö näyttäytyy erilaisena alueiden ja järjestöjen näkökulmasta. Vaikuttaa myös siltä, että yhteistyön käynnistäminen vaatii järjestöiltä huomattavan määrän työtä, johon monilla pienillä järjestöillä ei ole resursseja. Lue raportti kyselystä alta.

What should wellbeing services counties take into account when developing a service needs assessment for integration? Cooperation between public stakeholders and NGOs is crucial in direct client work, but it is also essential in the development of appropriate integration policies and services.

The Moniheli mapping opens up the potential for NGO cooperation in service delivery and includes recommendations for wellbeing services counties to develop integration service needs assessments.
