This strategy outlines the values, mission and vision of Moniheli ry, as well as the strategic goals for the coming years. In addition, each strategic goal is accompanied by a description of the context in which Moniheli examines them. The strategy has an open-ended timeframe, and its relevance and need for revision will be assessed regularly. The strategy has been developed in collaboration with Moniheli ry’s board, member associations and other stakeholders, and it was approved by Moniheli’s General Assembly on 22 November 2025.
The strategy is complemented by an implementation plan that contains more detailed information on how the strategic goals will be carried out.

Strategic goals
I. Addressing barriers to migrant participation in democracy
Context: Migrant participation in Finnish democracy remains limited, as polarisation, hate speech and the normalisation of racist rhetoric continue to narrow the space for equal engagement. When political decisions are made without migrant representation, the resulting policies risk deepening exclusion and weakening trust in democracy. To change the current trajectory, we need to ensure that our target group is politically active, informed of developments in society, aware of their rights, and motivated to use them.
II. Ensuring the resilience of the multicultural civil society
Moniheli builds the individual and collective capacity of nonprofit organisations to support their communities, work towards their mission, and find their place as trusted partners in society. We take part with other actors in developing models and solutions to ensure the continuity and efficiency of our work.
Context: Associations are facing a period of profound structural change. Domestic funding is shrinking and traditional forms of civic participation are in decline. Legislative reforms are redefining the role of associations in the integration process while increasing pressure to meet the growing needs of communities. Digitalisation brings new opportunities but also risks deepening exclusion. Resilience requires transformation: we must harness change to find new and sustainable ways to serve our communities.
